RESOLUTION OF THE COMMUNIST PARTY OF SPAIN ON THE DELIVERY TO COLOMBIA THE DIRECTOR OF THE PRESS AGENCY ANNCOL
The Communist Party of Spain has supported and fully supports the Bolivarian revolutionary process initiated in Venezuela after arrival at the Presidency of the Republic of Comrade President Hugo Chávez Frías. We have always welcomed and continue to do so, the significant achievements and progress both socially, and economically and especially on defense and guarantee of human rights for all Venezuelans has launched the Bolivarian government of Venezuela. The PCE has always maintained that we support even though it has meant disqualification and clashes with the media and the various English governments.
Therefore, we express our strong rejection and condemnation of the recent delivery to Colombia undertaken by the government of Venezuela the Swedish citizen and former Colombian political refugee in Sweden Don Joaquín Pérez Becerra, Director of ANNCOL news agency, press agency, in addition to a vision of Colombia much more adapted to the reality that is spread by the major global information monopolies -who systematically hide the countless crimes against humanity committed by the Colombian authorities against its people-has also been characterized by tight defense of the Bolivarian revolution. Joaquin Perez was councilman of the Patriotic Union in the 80's and as such a victim of political genocide that was submitted this force to its practical extermination, with silence complicit in the international community, forcing Joachim and many other members of the UP to leave Colombia and seek political asylum in Europe.
Joaquín Pérez Becerra was arrested upon arrival in Venezuela at the request of the Colombian government, who in a new fraudulent scheme through Interpol, an organization that every day shows more clearly their lack of impartiality and subservient to the orders received from the U.S., put into circulation a warrant when the partner Pérez Becerra flew to Venezuela. Recode Colombia is the country of the world where most human rights violations perpetrated in the vast majority of cases, agents the state or paramilitary service.
The only "crime" committed by Joaquín Pérez Becerra and practice has been to defend freedom of expression, but since the September 11, 2001, any declaration of independence or political information regarding the interests of the powerful and their lackeys - If the Colombian government and the oligarchy in this country is consistently labeled as "terrorism", a classification which has won numerous times - by the big media monopolies and governments to serve the interests of imperialism and interventionism U.S., the President Hugo Chávez .
regard to serious allegations made against colleague Joaquín Pérez Becerra by the Government of Colombia, we express our strong disagreement with the actions of the Government of Venezuela in this case, since we understand that the government of Venezuela has violated, in addition the trust placed in him by the international movement of solidarity with Colombia and defense of human rights, the following international and domestic laws in Venezuela, as they come these days showing numerous organizations and human rights defenders:
1 .- 1951 Geneva Convention on refugee status, clearly states any person who holds or has held the status of refugee, even though this status has been terminated or revoked, may never be given to the authorities of the country where the persecution suffered. Venezuelan authorities have flagrantly violated the above rule by handing Joaquín Pérez Becerra Colombian authorities
2 .- Vienna Convention on diplomatic and consular assistance, which states that during his detention in a third country, any citizen has the right to meet and have the assistance of their embassy. The Swedish authorities in Venezuela and Pérez Becerra fellow lawyers denounced the Venezuelan authorities refused to allow the realization of this consular assistance to Swedish citizen detainee, who was handed over to Colombia could not be handled by Swedish diplomats
3 .- International conventions and domestic legislation on extradition Venezuela: international standards that provide for extradition and law Venezuelan applicable, establish the obligation to substantiate extradition proceedings in respect of any request for disclosure made by a third country referred to a citizen detained in Venezuela. The substantiation of this procedure is vital to ensure the right to defend the request for extradition and to prevent situations of helplessness suffered as by Joaquín Pérez having been delivered to Colombia without being subject to extradition proceedings because

Just so, Venezuela should not be delivered to Colombia Pérez Becerra, having failed to make the Convention on Torture. We recall the unfortunate situation faced by thousands of political prisoners in overcrowded jails Colombian human rights defenders, peasants and community leaders, trade unionists, etc., which get very serious disease or die in prison due to ill-treatment suffered, infrastructure, food and the absence of medical treatment during their stay in Colombian prisons.

Therefore, we respectfully transparent and sisters Venezuelan authorities seeking return to Colombia to Venezuela Joaquín Pérez Becerra, so that if the Swedish citizen can do in this country face the serious charges which makes it Colombian government under the rules of the rule of law prevailing in Venezuela thanks to the constitution, that is, guaranteeing the exercise of the right to defense and avoiding the situation of helplessness to which has been subjected to unlawful delivery
